Bureau of Industry and Security License Administration Enhancement Act

This bill changes how the Department of Commerce's Bureau of Industry and Security (BIS) handles applications for export licenses, which control what products and technology can be sent to other countries. It requires that special notices sent to companies or universities about extra licensing rules go through the same review process as regular export license decisions, and it sets a 60-day limit on those special notices unless BIS makes them into formal, published regulations. The bill also requires BIS to create clear standards for when it plans to deny a license application and to share those standards with Congress, and it expands the use of advisory committees to help with certain topics. Finally, BIS must review and report to Congress on a 2025 rule related to advanced computing chips.
