BUFFER Act

This bill, called the BUFFER Act, changes the rules for a program where the Department of Agriculture pays farmers to stop farming on certain sensitive land and instead use practices that protect the environment. Right now, land that is already required by state, tribal, or local laws to have environmental protections is generally not allowed to join this program. This bill would let that land participate in the program and receive payments, as long as the environmental requirement comes from a regular law or regulation and not from a court order or administrative order.
