Lindsey O. Graham Sanctioning Russia Act of 2026

This bill puts a wide range of penalties on Russia. It requires the President to freeze the assets and block the visas of certain people, including Russia's president, military leaders, and anyone who helps supply Russia's military, and it allows tariffs on Russian goods coming into the U.S. to be raised as high as 500% of their value. It also targets countries that are big buyers of Russian oil or natural gas by allowing tariffs up to 100% on their goods, and it blocks American companies from making new investments in Russia or buying Russian government debt. The President can set aside any of these requirements if they certify that doing so is in the national interest.
