Ratepayer Protection Act

This bill would require state utility regulators and certain utilities to consider adopting a rule that makes very large electricity customers — specifically data centers using 100 megawatts or more of power — pay for the full cost of any upgrades to power systems needed to serve them. Under this rule, these large customers would also have to cover costs even if they later cancel their agreement or stop buying electricity from the utility. Additionally, before any upgrades are made, the large customer would need to provide money or financial guarantees upfront to pay for those upgrades.
