A bill to amend the Help America Vote Act of 2002 to require voters to provide photo identification.

This bill requires people to show a valid photo ID in order to vote in federal elections. If someone doesn't have a photo ID at the polls, they can still cast a provisional ballot, but they must come back within three days with their photo ID or sign a statement saying their religion prevents them from being photographed. For mail-in or other non-in-person voting, people must include a copy of their photo ID or provide the last four digits of their Social Security number along with a signed statement that they tried but couldn't get a copy of their ID, though overseas military voters and certain elderly or disabled voters are exempt from this rule. States are also expected to make sure people can access devices to make a free copy of their photo ID.
