Rural and Municipal Utility Cybersecurity Act

This bill extends through 2031 a Department of Energy program that helps rural electric cooperatives and small electric utilities with cybersecurity. It changes the rules so that funding and assistance can be given without a competition, not just through a competitive process. The bill also makes sure that utilities operating important defense-related electric infrastructure get priority for help, not just those that own it. Additionally, it strengthens privacy protections so that information shared through the program cannot be made public through open-records requests.
