Emergency Conservation Program Improvement Act of 2025

This bill changes two government programs that help farmers and forest landowners pay for repairs after natural disasters. It lets them get larger advance payments upfront before they do the repair work — for example, farmers could get up to 75% of replacement costs in advance, compared to the current limit of 25% for just fencing repairs. Forest landowners, who currently cannot get advance payments at all, would be able to get up to 75% upfront. The bill also gives people more time to use the money — 180 days instead of 60 — and expands who can get help to include those affected by wildfires that spread naturally even if they weren't started by nature, as well as wildfires caused by the federal government.
