Baby Changing on Board Act

This bill says that Amtrak trains must have a baby changing table in at least one restroom in each train car, including in restrooms that are accessible to people with disabilities. This rule applies to trains that Amtrak owns and runs, specifically ones that are ordered for purchase after the bill becomes law.
