Safe Beaches, Safe Swimmers Act

This bill requires the government to make sure there are enough lifeguards at swimming areas and beaches run by certain federal agencies, like the National Park Service, during their regular open hours. If there aren't enough federal lifeguards to cover these areas, the Department of the Interior can make deals with local governments to provide lifeguards instead and must pay them back for the costs. The bill does not cover short-term gaps caused by things like a lifeguard calling in sick or taking a vacation day.
