Truman Scholarship Clean House Act

This bill makes changes to the Harry S. Truman Scholarship Foundation, which gives scholarships to students planning to go to graduate school for careers in public service. It removes all current members of the board that runs the foundation and requires new members to be appointed, with limits on how long they can serve and rules about how decisions are made. The bill also sets up new rules for the panels that review scholarship applicants, including that no more than half the panel members can belong to the same political party. It adds conditions that could stop a student's scholarship payments — for example, if they led a student group that was suspended for misconduct — and requires students whose payments are stopped or who don't work in public service for a certain amount of time to pay back their scholarship money with 6% interest.
