Foreign Service Modernization Act

This bill makes changes to how the U.S. Foreign Service hires, trains, and manages its diplomats. It requires the State Department to create a plan for sending diplomats into high-risk areas outside of embassies, set up a program to recruit military veterans into the Foreign Service, and test a reserve program that could provide extra workers during emergencies. The bill also sets up new training rules, such as requiring diplomats to complete leadership training before taking on leadership roles, protecting the pay and promotion opportunities of those sent to outside training programs, and requiring diplomats who receive long-term language training to serve at least three assignments using that language.
