BUFFER Act

This bill changes the rules for a program called the Conservation Reserve Program, which pays farmers to stop farming on certain environmentally sensitive land and instead use practices that protect the land. Under current rules, land that is already required by state, tribal, or local laws to follow environmental protection practices generally cannot be enrolled in the program. This bill would allow that land to participate in the program and receive payments, as long as the environmental requirement comes from a regular law or regulation — not from a court order or an administrative order.
