State Public Option Act

This bill would let states choose to allow people who don't already qualify for Medicaid and aren't enrolled in other health insurance to buy into their state's Medicaid plan starting January 1, 2026. States could set prices and out-of-pocket costs for this coverage within certain limits. The bill would also give every state a higher federal funding rate if it expands Medicaid to cover more people under the Affordable Care Act, no matter when the state decides to expand. Additionally, it would require state Medicaid programs to cover full sexual and reproductive health care services, including abortion services.
